Following closely on the heels of the 8th for luxury is the 1st (Tuileries, Louvre, Place Vendôme), though you'll find a sprinkling of 2- and 3-star hotels on the side streets.
The 2nd arrondissement boasts a large number of mid-priced hotels, catering largely to the business community centered on the banks and the Bourse. Adjacent to the 2nd is the 9th (Opéra, Grands Boulevards, Faubourg Montmartre), where you'll find the highest concentration of hotels of any arrondissement, and more than half of them are budget 2-star establishments.
The area most visitors head for with alacrity is the Rive Gauche (Left Bank), the 5th, 6th, and even 7th arrondissements.
